General Announcements

I attended the International Association of Chiefs of Police (IACP) conference in Chicago, Illinois.  On Sunday, I attended a workshop entitled “Local Forensic Identification Services:  Advantages and Pitfalls.”  This workshop was conducted by Ron Smith, Randy Nagy and Chief Ronald Miller and addressed potential solutions for law enforcement managers regardingvarious issues within their forensic operations.  I also attended the IACP Forensic Committee meeting where Miami-Dade PD Laboratory Director Stephanie Stoiloff is the co-chair of the committee.  I found the committee meeting to be very informative.  

Guest speakers and topics at the meeting included:
 
·     Chris Asplen, Gordon Thomas Honeywell-update on DNA arrestee legislation.  He requested the support of IACP on an Amicus Brief for arrestee legislation. 
·     Shannan Williams, NIST-update on Technical Working Group for Biological Evidence Preservation
·     Charles Mandell, DDS-Dental Implant Identification
Specifically, the Technical Working Group for Biological Evidence Preservation is working on a handbook of best practices for preservation and disposition of evidence. Topics include:  Packaging and Storage, Tracking/Chain of Custody and Disposition.  The handbook should be released in 2012.

The police say their probe is stuck because the Forensic Science Laboratory (FSL) in Kalina has not studied for months the hundreds of DNA samples of suspects they sent - ostensibly due to a scarcity of chemicals required for DNA profiling.

Critics claim their chances of catching many of the killers will be hindered by the cost-cutting proposals to shut the Forensic Science Service (FSS) and pass its 120000-case annual workload on to private laboratories.
